Who this is for
You already have your Illinois EI credential and CBO enrollment. You may bill the CBO yourself as an independent payee, or contract through a small agency. You want to stay a 1099 independent contractor without spending evenings and weekends on claims, EOBs, and files.

What stays yours, and what we take over
Stays yours
- Your 1099 independence. You stay self-employed under your own EIN, with an independent contractor agreement. Right Start is your payee, biller, and admin partner.
- Your schedule. You create your own schedule.

What switching payees involves
If you are already enrolled with the CBO, independently or through another agency, the state has a set process for adding a new payee. From the official sources:
- Provider Connections enrollment forms. Providers already enrolled with the CBO, independently or with another agency, can enroll as a provider for another agency using Provider Connections’ forms. Changes cannot be emailed; they must be mailed or faxed (Provider Connections).
- IMPACT. Enrollment changes must also be made in IMPACT. Providers are associated to every agency they provide services for under the Billing Provider category, using the agency’s NPI.
- Insurance waivers. Waivers become void when the payee changes, so coverage is verified again and, if needed, the waiver process is repeated (CBO Billing Information for Providers).
- Confirm before you accept authorizations. To check that you are enrolled to bill, call the CBO Help Desk at 800-634-8540.
